I have to acknowledge receipt of your letter No.1651 of even date, transmitting for the information of my Committee copy of a circular despatch from the Secretary of State for the Colonies in reference to the Commercial Intelligence Branch of the Board of Trade.
In reply, I am instructed to say, while thanking the Government for the opportunity afforded of co-operating for the collection and dissemination of Commercial Information, this Chamber being a cosmopolitan body about forty of its members are foreigners and two of the Committee Germans, the Executive regret that they do not feel at liberty to circulate the despatch and enclosures, which I accordingly return herewith.
